How to enable Standard Delete button in Oracle custom form.

I'd like to help, but - what is exactly a "standard delete button", and what is a "custom form"? Could you post a screenshot?

I have developed one form and register it in Oracle apps.Now i need to enable delete functionality here in standard tool bar.

Same as normal forms.
You can set the block property delete_allowed to property_true.
