I need to implement custom password validation logic for Oracle Applications 11.5.9.

There is a profile: Sign-on password hard to guess, and by setting the value of this profile to yes, I can have users set their passwords based on the existing rules. But I want to change the validation rules themselves. Oracle Support has not been of any help.

Any help will be appreciated.
