how to automatically check (say every 15 minutes) the db is alive or not, and give the administrator a notice if it's dead.

Install db control, it will do it for you.

You can also create script for monitoring your DATABASE..LISTENER..OEM AGENT.

cron it with 15 min interval or what ever you want.
And its dead it would send pager to DBA and start automatically any dead from the above..
