Can you please let me know where do I get the list of [security]patches for Oracle 9i database as per Oracle recommendation .. appreciate even if you can give me a metalink url which has the same.

Each quarter Oracle releases a security patch.
Each one covers all the previous ones.
You just need the last one.
Last one is July 2007 CPU.

http://www.oracle.com/technology/deploy/security/critical-patch-updates/cpujul2007.html

Go through above link and download cpu patch from metalink.

For metalink support you have valid CSI number.
