How to update fulfillment set in Sales Order [message #261200]

Hi,
I have a requirement in which I have to update fulfillment set
in the order organizer form corresponding to the ordered items.
Using direct table inserts it updates only the Top Model Item's
fulfillment set but the fulfillment sets corresponding to the
other lines in that model are not updated. But when this is done through APPS this is updated correctly. Is there any API or
workaround which can achieve this.
